In June 2012 Congress passed bill MAP-21 bill requiring onboard electronic device to track hours of service for all carriers affecting interstate commerce. The Federal Motor Carrier Safety Administration (FMCSA) is slated to publish a proposed rule for public comment from January 29, 2014 until April 1, 2014. The FMCSA, in consideration of public comment will issue its final rule in late 2014. By its terms, the rule will become effective two years after its adoption. We anticipate the rule will apply to all carriers affecting interstate commerce by early 2017.
